What Is TNB ARTES?
The Turkish Notaries Union operates ARTES as the system through which vehicle-registration procedures are administered. Manufacturers and distributors enter vehicle data, and the owner’s registration is completed on the basis of the corresponding system record.
The registration certificate is issued using the vehicle information entered in the system. Accuracy at the data-entry stage is therefore essential.
Vehicle-registration procedures use two principal applications developed for different transaction types: Bayi Modülü (Dealer Module) and ARTES.
Bayi Modülü is the registration application used by manufacturers and importers. It supports the registration of new vehicles sold through authorised dealers, while the transaction data is retained in the Turkish Notaries Union Information Systems (TNBBS) archive.
The ARTES module, by contrast, is the vehicle-registration and registry application used by notary offices. It enables registration and registry transactions to be completed through a notary. Together, the two applications provide the operational infrastructure for the relevant registration processes.
ARTES Records for O-Category Vehicles
Manufacturers use TNB ARTES to enter the information contained in the vehicle’s certificate of conformity for registration. Manufacturers of O1, O2, O3 and O4 vehicles must first complete their Bayi Modülü registration. The data for each vehicle produced must then be entered in the system and submitted for registration.
This is treated as the electronic preparation of the vehicle’s certificate of conformity.

How to Apply for ARTES
An ARTES application may be submitted by a manufacturer holding a valid type-approval certificate or by an eligible distributor.
The content and suitability of the approval documentation are checked through TSE before the ARTES registration is completed.
A separate system record is created for each type-approval certificate.

ARTES Certificate-of-Conformity Records and Registration Stages
Once registered in ARTES, the manufacturer prepares a certificate of conformity in the system for each vehicle. The person responsible for registering the vehicle then presents the required documents to the notary and completes registration on the basis of the system-generated certificate.
