Sprinter Conversion to an M2 or M3 Bus

Mercedes-Benz Sprinter vehicles are widely used in Türkiye for school and employee transport and other passenger applications. They arrive as panel vans and are subsequently completed by second-stage manufacturers under the applicable approval route and converted into M2- and M3-category buses.

The Sprinter range includes numerous model and configuration options. The intended products and customer markets determine the required approval scope, which may be structured to cover vehicles for domestic sales, export or both.

Sprinter Conversions for Export Markets

For export-oriented Sprinter second-stage approvals, we structure the documentation around the requirements of the intended European markets and relevant non-EU destinations.

Long-wheelbase and extra-long Sprinter bodies, including approved rear extensions, are central to defining the vehicle range. Export programmes should also account for the intended seating layouts, door configurations and regulatory requirements affecting the passenger compartment, so that the type approval covers the configurations the manufacturer plans to sell.

A type approval issued by an EU Member State can support vehicles supplied to both domestic and international customers, subject to the applicable registration and market requirements.

If the project is intended only for the Turkish market, a national route may reduce cost and complexity. For applications such as school and employee transport, an AİTM series-conversion type approval can provide an efficient route for vehicles supplied to domestic customers.

Under this route, the tests performed and the resulting reports determine the scope of the technical file.

Defining a sufficiently broad test and reporting scope from the outset reduces the risk of unplanned costs during production or when a new customer order is received.

If glazing omitted from the initial scope is introduced later, for example, the relevant reports may need to be extended at additional cost. We therefore prepare the original file around the realistic component alternatives identified through the manufacturer’s plans and our project experience.

A well-planned scope helps control future costs and provides greater certainty when new orders are accepted.

Mercedes-Benz Sprinter Second-Stage Type-Approval Process

A suitable quality-management system should be established at the start of the approval programme. It forms part of the initial assessment or manufacturing-site review performed for the approval authority.

We then review the administrative records and the evidence required by the chosen approval authority, identifying any corrections or additional documentation before submission.

Test Planning and Definition of Scope

We begin by defining a project roadmap based on the intended conversion range. This includes a detailed review of test-relevant components and the seating layouts that will be offered to customers.

The resulting plan coordinates the laboratory, technical service and suppliers needed for each test activity.

Documentation for a Broad Approval Scope

Approval Extensions under AİTM

Two principal routes are used for Sprinter conversions. If the vehicle is covered by an AİTM series-conversion type approval, the extension procedure differs from the European second-stage route.

The type-approval number, variant, version and nature of the conversion provide the initial basis for deciding whether an extension is required. The vehicle’s technical specifications are then compared, and any relevant differences determine whether the approval scope must be extended.

For example, an approval may cover a 19+1-seat Sprinter. If another vehicle using the same conversion differs at base-vehicle type-approval level, an extension is required. Where the change is limited and no new test work is needed, the extension cost can remain relatively low.

If a change requires testing, such as the introduction of a different seat make, the relevant test reports must be extended. Even where no new test is necessary, a change affecting the report content may still require an extension to the existing report.

Approval Extensions under European Type Approval

The extension procedure differs for a European Sprinter second-stage approval. Each approved variant and version configuration is included within the approval scope, so vehicles covered by the same type-approval number do not automatically require a separate extension.

Administrative or technical changes that alter the approved content, such as adding a new seat type or changing the company address, require an extension to the approval.

An extension to the base Sprinter approval may likewise require a corresponding extension to the second-stage approval.

This route generally involves higher costs, but it can offer broader scope and stronger market coverage than a national approval.

Audits: Conformity of Production and Manufacturing-Site Reviews

The initial approval can appear demanding to manufacturers, and our role is to make each requirement and responsibility manageable. Obtaining the first approval is only the beginning of the continuing compliance process.

Once approval has been granted, maintaining its validity becomes one of the second-stage manufacturer’s most important responsibilities.

Meeting that obligation requires disciplined production and compliance management.

Timescales and Costs

Before estimating the initial investment, the intended vehicle range and approval scope must be defined. A generic price stated without this information would be misleading.

The programme comprises testing, technical documentation, reporting and authority approval, together with preparation of the administrative records. Depending on scope and readiness, the overall process may take approximately three to six months. A standardised configuration, timely vehicle preparation and efficient test scheduling are the main factors that can shorten this period.
