CoC stands for Certificate of Conformity. In the automotive sector, it identifies the conformity document issued for an individual vehicle. What does this document establish, and who may issue it?
Each vehicle has its own technical particulars, linked to its unique vehicle identification number (VIN).
In practical terms, a CoC is the manufacturer's declaration containing the regulatory particulars and specifications for an individual completed vehicle. The regulation defines it as “the document issued by the manufacturer which certifies that the vehicle produced conforms to the approved type of vehicle and complies with all regulatory acts that were applicable at the time of its production”.
Who Issues a Certificate of Conformity?
The Certificate of Conformity is issued by the manufacturer or by a person duly authorised by the manufacturer and empowered to halt production. The vehicle must be fully completed before its certificate can be issued.
Which Regulations Apply?
A vehicle Certificate of Conformity (CoC) is issued in accordance with Regulation (EU) 2018/858. Its format is established by Implementing Regulation (EU) 2020/683. The current amendments are contained in Implementing Regulation (EU) 2022/1362.

This is one of the questions we hear most often. Some individuals or non-compliant businesses attempt to place vehicles they have manufactured on the road using conformity documents obtained from another company. This is not lawful: the manufacturer is responsible for obtaining type approval in its own name.
CoC Format and Template
The criteria and template for the Certificate of Conformity are defined in Implementing Regulation (EU) 2020/683. Manufacturers must prepare their own document format in accordance with the criteria set out in that regulation.
