Vehicle Categories
- For the purposes discussed here, O-category caravans are divided into three configurations:
- Category O1: towed caravans with a maximum technically permissible laden mass not exceeding 750 kg
- Category O2, single axle: towed caravans above 750 kg and not exceeding 3,500 kg maximum technically permissible laden mass
- Category O2, twin axle: towed caravans above 750 kg and not exceeding 3,500 kg maximum technically permissible laden mass
Starting the Type-Approval Process
The company must first complete the administrative prerequisites requested by the selected approval authority. These include corporate records and evidence of a production quality system. Although authority practices may change, a WMI code and ISO 9001:2015 quality-system certification are among the principal administrative prerequisites at the outset.
While the administrative preparations are under way, the prototype design is converted into technical drawings. From that point, the project moves into its technical phase.

Technical Process for Caravan Type-Approval
Manufacturers new to the automotive sector should avoid a common and costly mistake, particularly in moulded caravan designs, where late corrections can be particularly costly. The technical concept should be reviewed before a physical prototype is built. Why is this important? Without a sound understanding of the applicable regulations, dimensional errors or unsuitable component choices—such as the caravan chassis—can undermine the entire design.
Towed-caravan design must account for precise lighting locations and approved component selection. Glazing, brakes, axles, couplings, rear registration-plate space and wheel guards must also meet the applicable requirements. The design must therefore be developed within regulatory limits rather than around preference alone. We provide engineering support from the outset.
Prototype Production
Once the design has been verified through technical drawings and suitable components selected, a physical test prototype can be built. The caravan must satisfy the applicable safety requirements and prescribed usability provisions. On that basis, the caravan test prototype is prepared.
After our preliminary checks and correction of identified issues, the prototype is assessed by technical service test specialists. Successful test results are compared with the technical information documentation. If the prototype and submitted file are consistent, the technical reports are finalised.
Approval and Certification
After the documentation has been checked, the application is submitted to the approval authority with the information document, test reports and administrative records. The authority reviews the application and issues the approval when the requirements are met.
Creating the VIN and Certificate of Conformity (CoC)
Once approval has been granted, O1 caravans can be placed on the road without individual registration under the Turkish procedure described here. For O2 caravans, this follows completion of the ARTES registration procedure. The ARTES process is explained later in the article.

Towed caravan type-approval is generally issued by an approval authority in an EU Member State. EU whole-vehicle type-approval supports placing vehicles on the EU market and is normally used where the intended market requires EU recognition. By contrast, a national approval issued in Türkiye has the more limited territorial validity defined by the relevant national arrangements.
Conformity of Production (CoP) Procedures
Before the initial type-approval application, the manufacturer’s quality system must be accepted. ISO 9001:2015 certification supports this assessment. Manufacturers are then subject to periodic audits in subsequent years. These audits are performed by approval authorities or bodies acting on their behalf. They examine whether production has remained consistent with the approved type from the date the approval was granted, including records and quality-system controls. Noncompliance may lead to administrative or financial consequences. Product conformity and complete record keeping must therefore be treated as core compliance obligations.
What Is CoP and How Is Conformity of Production Demonstrated?O2 Approval: ARTES (Vehicle Registration System) Process
Vehicles registered under an O2 approval use the Vehicle Registration System operated by the Union of Turkish Notaries. The system is also used for subsequent vehicle records and entails registration charges. Registration through ARTES is mandatory for the O2 trailer approvals described here.

Approval timing depends on file completeness and the working calendar of the EU approval authority. The original article recorded an indicative authority review period of three to four weeks for a complete file under normal conditions. This is not a current service-level commitment. Actual timing depends on scope, readiness and authority workload. These indicative periods covered caravan or trailer type-approval projects.
Why Is Type-Approval Required?
Consistent production requires defined technical standards and controls. Under the Turkish framework described in this article, road vehicles outside the applicable exemptions require type-approval; vehicles other than O1 are also subject to registration. Manufacturers of O1 caravans up to 750 kg and O2 caravans above 750 kg and up to 3,500 kg therefore need an approval scope appropriate to the product they place on the market.
