Put the documents you work with in one reference
Checking a field in an information document may take you to the approval certificate and then to the CoC template. The RegsUP edition brings the 2020/683 text and relevant annexes together with guidance in a single file.

Start by identifying the document you need
An information document describing a vehicle’s technical characteristics, a type-approval certificate issued by an approval authority and a certificate of conformity for a produced vehicle have different jobs. Establishing that distinction helps you choose the relevant annex before you start filling in fields.
EU 2020/683 sets out templates and certain format requirements for administrative documents within the EU 2018/858 framework. Relevant provisions also cover systems, components and separate technical units, alongside vehicles and trailers. The document to use depends on the application being made.
| Document | Annex | Purpose in the file |
|---|---|---|
| Information document | Annex I | Presenting the technical characteristics and applicable information for approval |
| EU type-approval certificate | Annex III | Structuring the document relating to the authority’s approval decision |
| Paper certificate of conformity — CoC | Annex VIII | Providing the template and requirements for the produced vehicle’s certificate |
For a trailer application, copying every field from a passenger-car template would be a poor starting point. First establish the vehicle category and its completion status, then read the applicable fields together with their explanatory notes. The table helps identify documents; it does not list every requirement applicable to an application.
The regulation number does not identify the template edition
A file labelled “2020/683” does not, on its own, tell you which amendments it contains. The RegsUP PDF featured here is dated 1 January 2024. Annex V to EU 2022/1177, which amends the paper CoC templates, applies from that date. See Article 2.
Record the later change separately in your work plan. Article 18 of EU 2025/1706 amends Annexes I, IV and VIII to 2020/683; Article 19 makes the amending Annex XVIII applicable from 29 November 2026. That application date and the PDF’s edition date describe different things. Read the amending act.
Check that the vehicle information agrees across the file
Consider the vehicle category, type-variant-version identity and whether the vehicle is complete, completed or incomplete when choosing the document. Check that the information document’s description, the approval certificate’s references and the vehicle’s CoC agree.
The presence of a field does not make every system mentioned in it mandatory for every vehicle. Look to the relevant technical legislation for the technical obligation, and to the applicable template and its notes for how the information should be recorded. This helps direct a document-format question and a technical-approval question to their proper sources.
