GSR II Transition under Turkish National Legislation
In the automotive sector, EU 2019/2144 and its corresponding Turkish implementation, AB 2019/2144 entered their second phase—widely known as GSR II (General Safety Regulation)—under Turkish national legislation on 1 October 2025 for vehicle categories other than M1 and N1.
Implementation initially began on 7 July 2024. For the affected vehicle categories, the deadline was first postponed to 1 January 2025 and then to 1 October 2025, by which time automotive manufacturers and approval authorities had completed their preparations for the GSR II requirements.
The requirements applied to M1 and N1 vehicles without postponement, while implementation for other vehicle categories was deferred. The regulation requires vehicles to be equipped with a range of advanced safety systems.
The change is particularly relevant to bodybuilders and conversion manufacturers, as vehicles approved under Turkish national legislation are also expected to demonstrate compliance with the applicable general safety requirements.

TSE Notice to Manufacturers
The Turkish Standards Institution (TSE) issued a notice to manufacturers operating within this scope to help prevent disruption to approval procedures.
“As of 1 October 2025, series-modification type-approval, installation procedures and individual modification approvals must comply with the requirements of Regulation AB/2019/2144 (GSR II).
For both nationally type-approved vehicles and EC type-approved vehicles manufactured in accordance with GSR II, applications submitted to the Institute under the Turkish Regulation on the Manufacture, Modification and Installation of Vehicles (AİTM) must carefully establish whether the proposed modifications affect technical provisions such as those listed below.
Where the modifications covered by an application affect regulated systems—for example, a change of vehicle category, bodywork or cab-body modification, axle modification, or another modification within the scope of AİTM—additional technical service reports must be included. Relevant provisions may include: (a) UN Regulation No 155 on cybersecurity and the cybersecurity management system; (b) UN Regulation No 158 on reversing motion and detection devices; (c) UN Regulation No 151 on blind spot information systems; (d) UN Regulation No 159 on moving-off information systems for detecting pedestrians and cyclists; (e) UN Regulation No 48 on emergency stop signals; (f) Regulation (EU) 2021/1958 on intelligent speed assistance; (g) UN Regulation No 141 on tyre pressure monitoring systems; and any other applicable technical provisions.
Each applicable technical provision must be assessed individually by the authorised technical personnel.
